Užupis. A state within a state

There’s a unique district of Užupis in Vilnius. It sounds a bit weird, yes.:) It’s a district of local Bohemia… Here, there live artists, musicians, sculptors… This city district has its own constitution (!) and its own population, different from others. I read about this place as long ago as at school, and I’ve wanted to visit it for a long time. So, having reached Vilnius, I went there first of all. The district is connected to the city by small bridges, the walls are painted everywhere, and the center is decorated with a statue of the Užupis angel. There is a wall here with dozens of constitution copies in various languages.

Here again, I got assured that travelers are lucky. After deciding that I needed at least something to eat, I bought some food in a supermarket and went to look for a garden to sit in. A rain started, and I had to take cover in one of the courtyards not to get completely wet. I had hardly started my meal before a door of one of the nearest buildings opened and a man said to me in pure Russian: “Why are you sitting here? A tourist? You’ll get cold. Come in.” The man turned out to be a Lithuanian called Vitaliy. He served in the army in Russia, so he knows Russian well. Vitaliy treated me to wild rose tea and talked for several hours about Lithuania, Vilnius, Užupis and his life to the day we met.

When I got warm, I realized three things:

— In Vilnius, almost everyone speaks Russian;

— The more difficult your situation is, the better luck you will get afterwards (though, I realized this a little later);

— It’s easy to find cheap and tasty food in Lithuania.

I got a guided tour around Užupis and, after saying goodbye, I went to meet my host.

I’m giving the text of the Užupis Constitution below, it’s very unusual!

Everyone has the right to live by the River Vilnelė, and the River Vilnelė has the right to flow by everyone.

Everyone has the right to hot water, heating in winter and a tiled roof.

Everyone has the right to die, but this is not an obligation.

Everyone has the right to make mistakes.

Everyone has the right to be unique.

Everyone has the right to love.

Everyone has the right not to be loved, but not necessarily.

Everyone has the right to be undistinguished and unknown.

Everyone has the right to be lazy and to contemplate.

Everyone has the right to love and take care of a cat.

Everyone has the right to look after a dog until one of them dies.

A dog has the right to be a dog.

A cat is not obliged to love its owner, but must help in time of need.

Sometimes everyone has the right to be unaware of their duties.

Everyone has the right to be in doubt, but this is not an obligation.

Everyone has the right to be happy.

Everyone has the right to be unhappy.

Everyone has the right to be silent.

Everyone has the right to have faith.

No one has the right to violence.

Everyone has the right to appreciate their unimportance.

No one has the right to have a design on eternity.

Everyone has the right to understand.

Everyone has the right to understand nothing.

Everyone has the right to be of any nationality.

Everyone has the right to celebrate or not celebrate their birthday.

Everyone shall remember their name.

Everyone may share what they possess.

No one can share what they do not possess.

Everyone has the right to have brothers, sisters and parents.

Everyone may be independent.

Everyone is responsible for their freedom.

Everyone has the right to cry.

Everyone has the right to be misunderstood.

No one has the right to make another person guilty.

Everyone has the right to be private and personal.

Everyone has the right to have no rights.

Everyone has the right to not to be afraid.
